As I mentioned, it’s just what I heard and identified as a rumor, seeking the real story. I also stated I was not defending the dog, nor owner, in any event, as the incident is inexcusable.
I also gave my opinion on this whole ESA thing and the legitimacy of 99% of people who claim it.

I do not doubt that at all, and that version sounds more likely.
