Airlines furlough. They then recall their furloughs. Sometimes they have to furlough again. Then they recall those who were furloughed.

It's also the word used in the CBA. You can't change those words without bargaining.

I don't have to look to far back to know that people are thin skinned and don't like being called out for their lack of ability. It is amusing.
