What are Envoy's reserve rules like? Is it possbile to cover reserve from 2 to 2:30 hours drive time from ORD?

There is a 2 hour call out so it might be tight but doable. With people below you on the reserve list it is a lot easier. I knew a couple of guys that lived about 45 minutes longer than the call out in New York and if there was plenty of people below them they would sit at home. If it was close they would drive closer to the base. Envoy system is pretty transparent in that you can see who is below/above you on the list, what trips are open, aircraft that are down for maintenance, etc.

Regarding the ORD drive, remember to give yourself an extra 30 minutes to get from the employee lot through the torture that is the AA employee bus. So if it takes 2 hours to walk out your door to reach the employee lot, it will take you really 2 hours 30 minutes to reach the terminal.

But how far can you use mobile CCI to sign in? In DFW I can sign in from the bus as soon as it enters one of the terminals.

The minimum call out on RAP is 2 hours. They usually call me 3-4 hours before sign in. There is no long call.

Let me break down reserve a bit more for you: the day before you begin a reserve day(s), they have a proffer window that is open from 10:00-14:00. During that time, you can bid on open flying (1-4 day trips), ready reserve shifts, and reserve availability periods (RAP 1 starts at 4am, RAP 2 starts at 10am). By 1700 the day before you start, they will have awarded all requests in seniority order.

On the day you are on a rap, you can check the reserve list from your computer and see how many people are left below you and if there is any flying open.

It takes a week or two of practice and watching the reserve list to get a feel for how things will go. When you're junior, you'll probably get used. And when you're senior, you can pick trips that work for you, or try and get free days at home sitting on rap.
