Both. Literally both. What I've learned from two years in the UAX system: they're too incompetent to know it and if they did, they wouldn't care. Their reaction to Colgan made it very clear they only care about cheapness. Safety is a distant second and passenger experience isn't even on the radar.

Exactly this^ They like a lot of cheap feed and go the plausible deniability route to safety. Mesa and Commutair being a perfect example.

What is that old saying? People in glass houses? Does Mesa or C5 have a real airplane as a cabin trainer?
