Default Part 141

Can anyone answer a question: If a student is currently enrolled in a FAA approved 141 2 year College/University Associates School... can they carry those hours to another approved 141 school that does not have a approved college curriculum. Specifically, I am pretty sure you need 190 TT to get a 141 Commercial rating versus 250 TT for Part 61.
I am trying to advise a friend's son on what to do. He has PVT/Instrument from a college approved 141 school and he has hit gridlock with lack of CFI's, broke airplanes, weather, ect. He is really concerned about losing the ability to get a RATP at 1250 hours versus 1500 if he finishes under PART 61.

So there are two separate parts to this question as I understand it:
  1. Can he finish commercial under part 141?
  2. Can he keep RATP benefits to reduce his mins to 1250?

To the first, he can continue and do a part 141 commercial at any other part 141 flight school. A part 141 commercial initial is required to be 120 hours. So regardless of how many hours he has now with his PPL and IR, he will need another 120 for commercial. If he has 70 hours, then he can graduate at 190. If he has 100 hours, he can graduate at 220.

For the second part, I can pretty much guarantee that he'll lose the RATP benefits by completing training outside the college. You have to receive a degree and the college has to endorse you to the FAA for the RATP hours reductions.

Thanks, that makes sense. I think he has to just tough it out and get his Commercial AMEL and finish the semester and then move on to FAR 61..
