Page 25.22 “No less than ten percent (10%) and no more than twenty percent (20%) of the Reserve lines will be Fixed Day Off (FDO) lines, provided there are at least twenty (20) total Reserves in the Position. If there are fewer than twenty (20) total Reserve lines in a Position, FDO lines may be constructed at Company discretion.”
Specifically I asked if a base has less than 20 reserve pilots, can all be subjected to an FDO reserve? The answer I got was that the “company discretion” only allows them to go below the 10%, not exceed the 20%. I hope they’re right and that the company never tests this language. I was also told that FDO lines tend to go senior because they can be used to “game the system” and pilots really like them.

If you mean 40% total, I believe you’re correct. If you mean that any individual option (FDO, 3x6, long call) can reach 40% on its own that is incorrect. I asked about this at a road show.
