Furlough isn't limited to 121. Furlough isn't even limited to pilots, aviation, or seniority-based systems. Gate agents get furloughed. Hotel staff get furloughed. Assembly line workers get furloughed. Anyone can be furloughed, contract or not.
Furlough means that you got laid off and either will get called back or have rights to come back.
Yes, furloughed 121 pilots are laid off.
That was me. You're posting in a furlough thread, and folks are listing off airlines that have furloughed. IIRC, some of those airlines have only furloughed pilots in training. So when dera mentioned YX pilots being sent home from training, and you responded about all airlines, I equated "sent home" to "furloughed," because, y'know, context.
So, in the literal sense, did all regionals send pilots in training home when the schoolhouses and sims shut down? Well... yeah. Those pilots haven't been living in hotels for seven months. Not all of those pilots have been furloughed or receiving only 20 hours of credit per month, though, either.

Many moons ago I was furloughed and filed for unemployment. The state called me to say my claim was rejected since the company said I was furloughed and hadn’t been laid off. I started to explain that’s just fancy airline speak for a layoff with recall rights.
State: “ok, are you receiving a paycheck or not?”
Me: “no”
State: “Ok. Laid off then. We’ll process your claim”
Point is this is silly semantics. You either get paid or you don’t and the term isn’t special...

Laid off/ Layoff - position has been eliminated, typically meaning you have been separated permanently from your employer. You may be rehired in the future at the employers choosing, they can just as easily choose to hire someone else.
Furlough - your job have been temporarily eliminated, your separation from your employer is temporary. You will be recalled when your job becomes available again. The employer does not have a choice of choosing to hire a replacement for you.
Furlough and Layoff are not in any way limited to aviation.
