You are correct, landing fees are often determined by landing weight. Anyone who flew B727s saw a lot of different landing weight certifications, both TO and landing because of this reason.
You would think the United pilots might allow that number to be increased a little to make sure they have a better chance with the jumpseat. The 50 seat limitation should suffice.
