This can go on all day. Pretty sure there have been some tragic marine accidents too involving huge loss of life and alcohol. The idea that one can use alcohol "responsibly" but not pot is ridiculous.

Marijuana is not as socially acceptable like drinking. An argument could be made that Pot leads to stronger drugs. It seems to be a small amount of people that follow that route..however even a few are too many, as heavier drugs like crack, yabba and heroin etc.are horrible drugs. I have read this addiction resource that proves weed is addictive
or we could just accept some personal responsibility and let people do harmless things.

Lonely a scare crow's life.
Strawman is a tired broadside cried out by those incapable of defending a position, should they adopt one, directly. Is social studies a class anymore? Risk is someone's prediction, possibly expressed in a matrix, of a hazard actually causing harm. The hazard in question is substance abuse. A risk jumps when its window of opportunity is cranked open. Creating uncertain passageways for the vulnerable along side a society's growing invitation to use. Most workers get stoned seldom or never. Some are bound to fall in hard over. Just how it goes. Such people can be very adept at fooling themselves, and others. Different jobs, different boundaries. Since we're talking commercial transport, it's imperative to keep those few out of harm's way. As far away as reasonably achievable. Which is the hard part, to me. If you've a stronger versus status quo plan, let's hear it.
