From what I read... he didn't have approval.
"Mr Wilkinson was subsequently fired for carrying out the unauthorised low-level flypast.
Cathay confirms that “the pilot in command of the flight concerned had been dismissed as he had not sought nor obtained the necessary company approval to undertake such a fly-by. A second pilot involved has also been subject to disciplinary proceedings. Both disciplinary actions are subject to an appeals process.
The approval process was not followed in this case, resulting in disciplinary actions. Following the incident, Cathay Pacific has issued a notice to all cockpit crew reminding them of the company’s policy for conducting fly-bys.”

I know of an incident in the last 2 years where a crew did a low pass over the runway with a load of passengers and with the tower's permission and no follow up from the company or FAA.
So it almost seems like if you dont tick anyone off, no one is going to write you up for it...

Seems like the firing has created more publicity than the flyby itself. Now, the general public has seen pics/videos.
Internal discipline probably would have kept the pics/videos in the flying world...not typically where the ticket buying public hangs out.
