Just ran into the same issue.
- When I use phone service (t-mobile) and VPN is on the page won't load. All other web sites, news, business, google, gmail, etc. work just fine. APC? Nothing.
- However, when I put the phone in airplane mode and then turn on the wifi and activate my VPN - APC works just fine?
iPhone 6S - latest iOS. Used both TunnelBear and ExpressVPN, same results..

We have observed that Internet Brands systems do not allow some ASNs or IP ranges which are presumably associated with a lot of spam activity? Turning off the VPN when using APC usually solves this issue. Or you can try a different VPN server (some services such as NordVPN allow to chose which server you use by city).

WTF VPN
Eff your site for blocking access with vpn’s. No effing way I’m going to go online in China without one. This is become more and more an issue with numerous sites. I use ExpressVPN. Get your freaking act together! Yo advertizers take note! Done if I can’t get on!
