Incorrect. You absolutely cannot make the argument that frost is not adhering. Good luck winning that argument anywhere. Frost forms on a wing, snow falls on a wing.

I live in Minnesota, I know a thing or two about frost and snow.

Well I stayed in a Holiday Inn last night in Minnesota... so technically I know more than you.

Actually, the wand was to detect clear ice, not frost. You could still feel the test strips through frost. That program went away with wing blankets. Now if they're DMI'd….

Doesn’t matter what it is. If it’s not adhering then we are LEGAL to go at my shop. They give examples of representative surfaces to judge adhearence

You charge your pax extra for de-icing, don’t you?

Not to stick up for obvious troll, but assuming this isn't a troll post, I hope you don't rely on OAT as an indicator of icing conditions. Snow can adhere to surfaces in above freezing temps. The same applies to frost. Frost can form in air temps over freezing.

That said, who the hell wants to be featured on national news rolling down the runway under snowy conditions???

If it were not for the 100+ camera phones residing in the cabin behind me, I would agree with you.

How would you know if the snow on top of your wings was adhering?

I dont understand why you wouldn't just take the time to de ice if its snowing outside. It's a conservative decision that will keep you out of trouble and it gets you paid more to sit their for a few more minutes. I cant think of one person who got in trouble or had an accident because they went to de icing.

If it’s sitting on your wing the FAA considers it adhering. The wing needs to be clean when you add takeoff power. There is no way from inside the aircraft to determine what the snow will do on takeoff roll. The wing has way to many temperature differentials with the fuel tanks.
