That would be my guess. There were no specific lateral boundaries to the helo route, and the helos generally flew at the top of their altitude block (noise? obstacle avoidance?).

Still don't know why ATC did not give PAT 25 a "traffic alert: bearing/distance/atltude" call instead of "do you have RJ insight". Isn't the former a requred calll after EAL 401. That would have reoriented the crew from 1:00 to 11:00. At 11:00 the RJ could have been obstructred by the downward pitch and the roof of PAT25.

ATC did not say go "under the RJ". Isn't primary separtion at those low altitude lateral NOT vertical. NTSB knows that. Still, IMO, I think PAT25 was looking at AA3130 the entire time not the RJ.

What I find interesting is that PSA's elevator was almost full aft deflection. Maybe they saw PAT25 at the last sec when they rolled out and snached the yoke trying to save it. RIP to all.

This is what I'm feeling. They saw 3130 lined up for 01. Pilot was on her evaluation ride, clues show she was behind, IP cueing multiple times for her to correct alt. He was fixated on her, scan probably broke down, looked up, saw 3130 calls it; anyone of us can/have done it.
