It's not on FAA.GOV nor the Federal Register. I haven't seen any ALPA email that contains this.

I saw this before I came here. I see I am not the only one to glance at the date and raise an eyebrow. I have no idea of it's a joke or not. But it's annoying that people think it's fun to make stuff up in vain of news on this day to the point I have to quadruple the sensitivity of my bull**** sensor.
