I know I had a non-Delta (Cathay Pacific) jumpseater out of Hong Kong up to Narita last month, no problems, not on our gen dec either. He was in uniform, and he sat in an empty seat in back. You may want to contact your Jumpseat rep. and ask him to ask the DL jumpseat guy if there are any issues getting out of NRT.
We can only carry jumpseaters if we have a reciprical agreement. They can't ride in the cockpit at the moment and must flow to the back so there must be a seat available. Cathay is not on the jumpseat list because most foreign carriers do not allow jumpseat access for free. Some will let you ride up there is you have some form of ticket or zed fare.

The question is, did this guy show up as a jumpseater on the AWABS.
