It's just like all the other airports. Two runways that intersect. 7000 feet for both with water at 3 of the 4 ends and no overrun. Let's not mention the pier segments freezing up before the rest of the runway. You have that nice soft water cushion at the end! At least you don't have to clear the dykes anymore.
Who cares what's at the ends? It's 7000'.

Why does LGA get such a bad rap? Apart from the delays it's one of my favorite airports. Unlike some airports where you are likely to get multiple arrival and runway changes LGA is straight up, one arrival, one landing runway. The controllers are top notch, Good diversion airports close by, (unless you have Sully's luck) and the visual 31 is one of the best arrivals to let you feel like a pilot not a button pusher. What's not to like?

All the runways in the US are straight forward, as well as where your supposed to touchdown.

Fly the Expressway visual as depicted. That's the procedure.
If you're rolling out in final after crossing the highway by the World's Fair expo, or wings level before 600', you're not flying the depicted ground track. If the other guy says "are we allowed to do this?" you're probably flying it correctly.

My favorite is when I was in the 757, and turning "base" on that Expressway Visual to 31, and tower asked if we could make a "short approach." I responded that we already were!!!

The years I was based there, seemed to be told more often to "square it", or given latitude to go slightly south of the expressway for spacing.
So sure, it's a depicted "procedure", till ATC takes you off it.

LGA along with the old Kai Tak, and Tegucigalpa, to name a few were some of my favourite visual airports. Key was to go back to the commercial training days.... pick your spot and land on it. Doesn't make a difference how long the strip is. You land between the numbers and the touch down marker, there should be no issues whatsoever. Heck the biggest thrill was taking off in the old underpowered 727 from LAG and Tegucigalpa. Even Midway was no big deal in the 727. Getting out was the challenge.
Now a days, I operate a -800 out of Wellington, NZ with a 6,000' strip. We operate in at field limiting weight and takeoff with the same. Sometimes climb limited depending on the temperature.
It's no challenge, its a heck of a lot more fun than flying into airports with your typical 10,000' strips.

No they aren't. I was based there 4.5 yrs and heard AA, DL, UAL, B6, NK, F9, and SWA all request it. I've flown with a few guys who aren't familiar with the NYC airports and just want something with vertical guidance. I've never used it because it takes you way out and screws the spacing for everyone.
