CRAF has not been activated in the past twenty years.

What many people think about as CRAF flying is simply military charters. These tend to be quite profitable, so they are bid on aggressively by the airlines.

If the DoD needed CRAF support, I believe DoD would call the participating airlines and TELL them to provide the necessary lift at Point A and time ‘X’. If said airlines needed to bring another jet out of storage to fly the now-uncovered SYD leg, that’s on the airline.
