RDU based pilot
I have 1000 TT and looking to go 121 when I hit 1500 in a few months
Based in RDU. PSA looks appealing due to nearby bases ORF and CLT. I don't see myself moving to CLT.
What is reserve going to look like and can I reasonably expect to hold a line at either base within a year? How long is short call? My parents have a vacation house 1.5hrs from ORF that I could stay at while on reserve there.
What other airlines should I be considering?

Just depends on if you think they have a strong enough relationship with United to continue operations now that they are losing Delta.

Based at RDU would be a godsend. I'm a 20 minute drive from the airport on a brand spanking new toll road with no traffic.

9E will have more RDU flying, but we almost certainly won't have a pilot base there before the OP starts applying places.
I'd like to see a base in RDU, but we could just as easily staff RDU flying from other bases. We've been doing it in CVG for years.

Based on the most recent data, as an FO, you’re looking at a year before you hold a line in ORF and 1.3 years to hold a line in CLT.
The fact that your family has a beach house near ORF is a wonderful gift. Not a horrible way to spend sitting around on reserve.
From RDU...CLT, DCA and PHL are all one hop commutes. ORF, CVG, TYS, and DAY are all two hop commutes, mainly through CLT. Getting to CLT, you only have American as an option, and that can be kind of rough.
I’d be happy to answer any questions you’d have regarding PSA, and I’m not a recruiter, so I’ll only be honest with you.

What city would you rather live in? I wouldn't recommend moving to CLT if you don't really like living in the south. CLT may be a little better for the job, but not worth it if you would've enjoyed your days off in PHL more.

It's currently very small and very senior.
Very senior gets better with time but small is always a problem. If you're happy and settled in PHL and little schedule control/flexibility is oK ... then PHL.
If you're indifferent ... go to CLT.
