You may want to check out the Workforce Investment Act (WIA) in your state.

Basically it's available to people that have lost their job, and need further training to be competitive in finding a new job. It's open to anyone, not just pilots. It's federal money that is administered by the state, usually via the states employment commission.

You may want to try to google - workforce investment act "your state" and see what you come up with.
