people probably got bumped due to weight limits or the flight was overbooked because of irops. I didn't see a date on when these improper payments happened, so it is possible it happened when Comair still had gate/ground handling. Either way it is pretty moot at this point as Comair isn't in that business anymore.
That was for a period of about 6 months in 2005 or 2006. Look at TravelNet, the flight availabilities are usually something like 3/5 or 2/5
Comair was fined because it was a Comair flight. It doesn't matter who boarded the passengers. Comair contracts out to other venders (ie Delta, Regional Elite, etc), but still retains responsibility of the flight. It is Comair's responsibility though.
Has anyone ever seen the code "ACT" in Maestro before? I had it put on my line today for a day last week. It is some sort of nonfly code. Just curious if anyone has any experience with that one.
