Recall from your GA days of flying light pistons that often you cannot turn off the strobes independant of the beacon. Most of the Cherokee variants have that feature. It sucks for the guy driving it too.

This is true. However there is no regulation that requires you to operate stobes on the ground while taxiing. Nav lights serve plenty of purpose when on active taxiways...

In the interest of not raising a ruckus, I will not name the offending parties here.
If it is night, please do not turn your strobes on while taxiing. It took me 10 minutes after being blinded last night to regain my vision. If you are crossing a runway, use the taxi light instead. That's what we do. It will not blind the guys behind you.
Last night was not the only time this happened. It happens all the time. Please do your fellow pilots a favor and not turn on the strobes at night until ready for takeoff.

Yes, but there is a regulation that states you must operate the beacon while the engine is running.

Sorry, but not only are the lights required to be on crossing ANY runway per my GOM, they will be on while I am the Captain crossing a runway in my aircraft as a good safety practice...GOM or not. It has no bearing whether the runway is "active" or "inactive". Any pilot / crew, can mistakingly line up to land or takeoff on the wrong runway as has been proven many times, and forward facing lights are not all that visible to the aircraft lined up perpendicular to me. Sorry if it bugs you, but I will stick to good safety practices and GOM SOP's over your discomfort...no offense. I don't agree with them being on while on the taxiway though.
