Is it possible to fly for a regional and fly contract on the side, or do most regionals have policies against flying for anyone but them? I am specifically interested in ASA's policy on this.

(someone correct me if I'm wrong, but...) Outside Commercial flying affects your 30/7, 100/30, and 1000/365 times, hence every Airline has a policy against it or requiring prior company approval.

Skywest has a policy against it, basically requiring Chief Pilot approval. However, I know a few guys who do it. Also - depending on how you read the regulations CFI work isn't actually a commercial operation and should not count against your hours.

Agreed Only if approved by the CP.....all Flying had to be reported to CP at Mesa

The above is true... some airlines allow you to CFI on the side, most commercial operations are not allowed

Yup, Mesaba requires approval for any commertial side flying, CFI flying is specifically excluded from this approval requirement.

I believe the FAA has recently clarified this, CFI work does not count against your commercial limits.

No matter what regional you go to you will get to fly airplanes 18-20 days per month. Why not just pick something up on a day off if you need/want extra money?

At XJT it requires CP's approval. Put simply they don't want your "second" job to interfere with your primary functions as a 121 pilot, which also includes the FAR limitations.
