My reference to "total time" was in the context of the ATP cert, ie the 1500 hours of total aeronautical experience.

Sim does not count towards total time in your logbook.

This is correct, and verified by the fsdo in Houston.

FSIMS Handbook


From what I understand: A Type Rating is an amendment to your ATP; A Type Rating therefore shows that you have met ATP standards on a check ride in a certain aircraft. You can then be issued an ATP with limitations; for example, not 23 years old, do not meet flight time requirements, etc. (Letter of Competency). Not good as an ATP until you produce evidence of meeting the required flight time limitations in your case. Then it's just a paperwork shuffle and you have both the ATP and the Type Rating, you just "cash in" the Letter of Competency.

Problem usually comes in with how familiar the examiner is with his ability to issue certificates. A sharp one knows, a competent one will call it in to verify his scope and a turd one will deny anything you propose to him.
