If they need you at 1900hrs they'll call you during RSV and put you "back on rest" with a new show time and a reset of your 16hr look back clock. Sorry to hear that man. I have never had any of the above happen to me and I've only had 2 calls all year that were usually early (prior to 5am). I usually get a call one or two days prior with a nice 3 or 4 day trip. I've worked reserve at another regional and this is cake compared to what I went through before (19-20 days of sitting hot reserve at the airport per month).

If you have an aviation degree and experience as a collegiate precision flight team member, could you get a waiver and upgrade sooner? Perhaps in a matter of months?

For you, sure...but only if were a member of Alpha Eta Rho or went to Riddle.

Are they firm on the 200 multi requirement? What if someone had 120 (ish) multi but over 1000 turbine single (PC12).
