Yes, tell someone to go to another carrier because you have a hunch PSA might someday have a base where they want to be, based solely on the fact it seems like, to you, Republic has less planes in DCA. Yes, regionals open and close bases (Republic in particular) but you gotta go with the sure thing at that given point in time. The only bet I'd gamble on is that Republic is never going to leave the East Coast. So at least if DCA does close, the OP should have an easy commute.

You're both right. I'm not at PSA or Republic, so I wouldn't know. I was just making a guess based on Republic's affinity for opening and closing bases as well as PSA's supposed new DCA domicile.
As you said, Republic has many other options in the event that it happens.

Upgrade time isn't based on base, but system wide it's about "3.5 years" but if attrition from the top and hiring continues like it has, it'll be 2-2.5. Rsv at ewr might be a few months now. It's reasonably filled now.

The guy made it sound as though it's a better idea to go to PSA because they are going to take over Republic's flying in DCA. The fact is at this specific point in time, Republic and Air Wisconsin are the only regionals with bases in DCA. With the unfortunate struggles at AWAC, it's more plausible their CRJ flying would go to PSA. Regardless, it's pretty irresponsible to give career advice based on rumors or scenarios that might happen.
If an announcement comes soon, great, the OP will have a couple good options to choose from.

What attrition? You mean you haven't noticed the 30 people leaving every month? Yeah the very top 10% isn't leaving (though I am aware of at least 3 in that percentile now going to mainline) but there has been great movement for months now. As stated above, no CA vacancies because of the SOC.
