Yes, this is a thing with older Embraer products. I did use the technique to transfer fluid, but I never, ever did it in the air because your natural muscle memory is to leave the brake handle set. My fleet had a couple parking-brake-set LDG incidents, fortunately only resulted in blown tires and flat rims.
As others said, a NSW failure would not explain the locked mains, you'd need a simultaneous anti-skid failure to account for that.

MegaWhacker (Dash 8-4) had the same thing. Basically normal use of the parking brake would transfer your fluid unless you were familiar with Canadian braking techniques. You had to do the procedure to send it back. Never in the air though, that was for professionals only.
