Dynamic Maning is when they have a set of rammers that it's less than gates, what they do is as soon as an aircraft shows an out time those rammers are reassigned another flight at a different gate likely. So if one flight takes a while to push back the rammers now will be late. Of course the rammers motivation to get to the other gate is another story (I don't blame them). They do the same with the gate agents but it's likely they have slowed this down because they cut to deep and it cost them a lot of money last year!
