Yes, I have looked at a government contract. While they are a guaranteed income stream that finance guys love, they don't make as much off of them as you think. Money and stock value come from new orders.

I guess you don't know that a Boeing CFO went to jail and the CEO resigned over Boeing's illegal manipulations over the USAF tanker contract, or that they lost the competition yet through their near infinite political and legal influence, stole the contract back.

Seems like a lot of effort if the military -- and just one contract at that -- is just a drop in the bucket.

Airlines didn't line up to pay full price why? Is it because Bombardier doesn't have the sales team, supply, support, reputation of BA/AB? Maybe because it's a new gen airplane/engine with high risk of teething issues, unstable delivery schedule? Maybe BBD was thinking, I don't know, with a solid order from a respected airline that they could win credibility, hence big discount for marquee customer?

Before the Airbus acquisition, the Cseries lacked a support system due to the shortcomings of Bombardier. It was never about the airplane. Delta agreed to take on that risk, for a discount, and won in the end.

If Airbus was willing to open up a second line to support the Delta order, it means Airbus had a major financial incentive to do so. The 100 A321 order is just the start in my opinion. Airbus is certainly also building something to respond to the 797, and likely Delta will be the launch customer for that aircraft, and it will replace the 767.

If Airbus launched the program tomorrow they could not bring the aircraft to market in time to replace the Delta 767's.

What about a shortened 330 with lighter wing and guts?
