Because the explicit objective of the legislation was to save jobs. Imposing restrictions on the money that prevent it from being used, thereby not saving jobs, is totally counterproductive to that goal. This money has been discussed as being grants, there's no reason to believe that has changed. If it weren't for a single video by our company, this wouldn't have been on anyone's radar. Requiring collateral affects the entire regional industry. Most don't have enough assets to put up as collateral. If there were concern among the regionals, you would've seen more work done prior to passage to change the language.
