Not 100% of the time. I have found errors in payroll that were in my favor. Company acknowledged them and said "keep it - thanks for being honest". I really doubt anyone in payroll gets up in the morning looking to cheat some pilot out of a few dollars - much more likely is a simple mistake since the pay structure and rules are freakishly complex compared to most other industries.

I never answer the phone from CS on off days and I’ve never picked up an open time trip after that day. Maybe you should stop complaining and do the same. I picked up open time once a few years ago as an FO and got absolutely bamboozled as I was showing up to the airport about to check in. They basically stripped a turn in the pairing and turned a two day from 10 hours of credit at 150% into 6 hours of credit which paid essentially min guarantee. Obviously I would have never wasted my time with that junk, they knew that, so they waited just prior to my report time to make an update.
