I'd add that I've not only seen this done, but seen it done - and taught- by check airman during IOE and differences. I've inquired to others as well and it seems to be a matter of interpretation, since there is technically no prohibition on dropping the gear prior to flaps.

I look at it like flying in descent mode, flight idle, boards out: there is nothing in the SOPM that says such can or cannot be done, it is merely a technique for managing energy. While unconventional, dropping the gear within limitations to help shed energy is just another item in the bag of tricks.

The 200 has a terrible track record with gear ups. Not as many in the last recent history but add in how the FAA went after the crew so hard who last had a gearup, I don’t drop the gear early for any routine flight.
Maybe maintenance procedures have cured the problem.

Back in the day I, and others, observed that sometimes the gear might come down scary-slow if the flaps were zero. Most of us learned not to do that, if not from the schoolhouse then tribal knowledge.

If I needed to plummet like a brick, I'd just slow up, flaps, gear, flaps. Then the deuce would plummet just fine.
