SO, like everything here, it's up to you to make sure you (get paid, are legal, get training, etc).
Also, don't forget. It's not like that money disappears. The company is still obligated to pay them correctly and if they don't, they'll surely lose that battle in court. I'm willing to bet they'll just pay up.
Considering up until this paycheck, all the CQFOs were paid CA pay without filling out a form (albeit usually for the wrong amount). Then on this check, with no warning, all the CQFOs were not paid the CA pay they were due. I would say it was intentional.
I would say negligence and incompetence comes into play when they consistently pay the wrong amount.
I know all the CQFOs will make sure they get paid correctly eventually but who is going to cover their overdraft fees and mortgage payments until then? I know payroll is saying that they don't even have to do anything about it till the 23rd.
Just so you know other airlines don't have these problems and it isn't the norm. Crewtrac is capable of keeping track of cancellations and even has annotations of when we fly as CA. Also, when payroll is in charge of three companies and over 6,000 employees maybe management should consider hiring more than 8 people.
