Unions by law are required to represent every worker in the "craft or class" even if they're not union members. So if they're required by law to represent them then they should be able to ensure that all those who benefit from union representation share equally in the cost of running the union.

Why do you think unions are so weak in "right-to-work" states? Because workers are allowed to freeload and the union is either financially weak and unable to represent members as it should...or the company ends up being able to bust the union.
