Have they fundamentally changed anything to fix the unfilled captain problem on the west coast? Or are they just going to hope a few eager beavers that couldn’t bid it before will bid it now?

They will more than likely be filled with 2019 hires who now meet the minimums.

Will be interesting to see how junior the 73/Guppy Left Seat goes this time around...
I would guess that there might be a handful of mid to bottom (top) pack that bid it with the idea of not being on reserve at their new seniority. That being said, there's also this issue that some WON'T bid it as they don't want to be in training over the summer.

Funny thing is that if you compare the unfilled Capt slots from 2 bids ago to this one (on the 73/Guppy) there a big difference still.
121 Unfilled vs 40 Open slots, this time around.
And no A320 Capt slots though they had 34 Unfilled positions on that bid too. Then again, seems that there are still A320's stored/parked in the boneyard.

Great news for all the Capt slots and it's positive movement that's for sure.. But notice that there are no 777/Triple slots. Tells me there's concern about that fleet (aircraft and destinations) going forward.

Either way.. Congrats to those making the move~
Always

According to the most recent FLIGHT OPS UPDATE this vacancy bid will be followed by a subsequent bid offering B777 First Officer positions. More info on that in the official PDF.

I just jumpseated with a 2019 hire Airbus Captain. He had previously been an FO at JetBlue for 4 years. In his early 30s. He’s going to have a great career.

He’ll also be a great asset to the new hires when they ask questions about being on reserve.

What are the rules on picking up a new award in this vacancy and whether or not scheduled training for previous vacancies will be cancelled?

I’m aware that once you show up at TK, you’re committed but what if you get awarded something in this vacancy and have a full
Qual course on 1 May for a hypothetical example?
