The quote you're referring to is an individual who is modifying his bid group trip pools by ordering AVOID statements first. Avoid statements at the end of a bid group serve no purpose.

This seems fairly straight forward at first but becomes completely clear when one understands that an AWARD statement takes into account, by software design, every AVOID statement above it. Every bid group is evaluated by the software in sequential statement order.
