it doesn't make any sense. If he wants pilot group stability so he can focus on other things, why not just come right out and say "i've directed my negotiators to have a new contract in place by the 1/1/16 amenable date” and then agree to a pattern-bargaining leading contract along with clear instructions to achieve full compliance of all upa2 items right away. Done and behind him for four years so he can turn his attention to other issues. Easy. Just do it. You're the ceo. Instead it's more rope-a-dope with those stupid pilots. Just say no.

Here is how I see it.
Mr. Munoz knows he has two employee groups who don't have contracts. And, to date, this hasn't cost the company. But, the completion factor is acceptable for him, and so he feels MX can just keep going status quo. No incentive for him to do anything there. Same goes for FA land. The trips are staffed with FA's and the wheel keeps spinning.
However, Mr. Munoz knows the pilots have sufficient communications and solidarity to influence the operation. He wants to keep it happy in pilot land and that, combined with the hope of keeping wages down is why he wants an extension.
he could go out and hire more negotiators to handle FA and MX contracts if he wanted to. He could outsource that stuff to consultants, retained counsel, and negotiators if he so choose.
The perception I have is that he is just now figuring out that his talent pool is low in the executive suite and doesn't know who to fire, who he can trust, and who is competent. He's basically been thrown to the wolves. He should bring in a fresh team and start from scratch. Go out and hire the best of the best.
I hope to see what Delta and Fed Ex end up approving. That would give me a feeling as to weather an extension is a good or bad idea. No sense in rushing into anything in my opinion.

I'm betting this wasn't an "Oscar" offer. The timing would indicate it was a Jeff direct offer to make the F/As a bit more un-easy.
Jeff wasn't a leader, he was a divider and fighter. The man loved the play and could care less about the outcome.
