I believe it is the state you physically live in. In Wisconsin, you would not be eligible as you need to be unemployed through no fault of your own. I'd do research before you take a voluntary.

You have unemployment insurance in the states to which your employer pays for unemployment insurance, and that's the states in which you are and/or have been based.
