Because we're a union workforce and it's hard to fire people. And the captains here are highly experienced in the airplane (because it takes forever to upgrade) and have managed to keep the kid from hurting himself and others 
He would not have upgraded at AWAC, he would have been the second name on the training department's list of lifer FOs. I would be shocked if he even decided to attempt upgrade training at PDT. He can just sit as an FO and continue to be babysat until he flows to mainline, as apparently others have done when they failed upgrade training. Scary stuff.

Exactly why American is not even top 5 on my list. I can't imagine flying with someone that terrible for the rest of my career. Who knows how many like that are sneaking through the cracks with that no-questions-asked flow. I can only see that pilot group going downhill for the foreseeable future.

I'm sitting here hoping you are right. But I have already heard of people that can't pass upgrade training at their WO regional flow up to mainline due to their seniority. Maybe they've improved, or maybe they just sneak through the cracks. Who knows...
