5,500 is competitive as a Civilian 3,500 if your heavy military... not sure about fighter guys. 3,000 is the minimum so people have gotten on with 3k.

It means you bid your new position for the March bid unless you haven't completed training. For example, if you're an FO who is changing bases due to proffers/vacancies, you stay at your old base until MARCH 1

I think he was referring to fact that March 2016 was 6 months ago.
