What's a blackout date? What does that mean for a lineholder and what about for a reserve?

Those are closed days aren't they? I think blackout days are something else.

They publish blackout days every month. Many times it's "there are no blackout days for this month." But I've seen this on holidays and other famous days. For October, they made Halloween a blackout day.

Blackout is for after step trades, once open time is fully open. Normally, the MOUs for lineholder trading could be utilized if there isn’t reserve coverage for a trade. Blackout means the MOU rules are not allowed. Only traditional reserve coverage. Some holidays are automatic blackout and the company can designate a limited number more throughout the year.
