There might be more to the story. I am willing to bet that this CA has some sort of reputation (and not a good one).

you may be right, but anyone who has any sense at all knows this is totally unsat and should NEVER happen. Reeks of new kid without good mentoring when he joined the industry.

It was a foriegn airline, we may not have the right cultural context for that.

NYC to MIA, DCA to CLT and so on should be considered hub to hub for the BH restrictions.
