Sure, if you want to waste your time. It's not one of the documents listed in the attachments section of pilotcredentials either.

Unless they specifically ask for it, there's no point in sending documents they don't need. Attention to detail is important.

Mine said "To whom this may concern".

I also uploaded it to the "other" section as you mentioned, printed it out along with a resume at Women in Aviation to hand to the recruiters, and had it on hand during my interview as well.

I was hired and although I'm sure it wasn't because I had a cover letter...as you also mentioned...I'm sure it doesn't hurt.
