Pretty much all the regionals started gradually increasing the minimum time requirements earlier this year to ensure that anyone hired on a given date would have enough to finish training, sit around around reserve for however-long, fly enough to get 1500, and still have time to come back for another checkride to get their ATP.
As of now (or Jan 1st) I suspect everybody is requiring 1500 hours and ATP times. If you don't already have a class date, assume that you'll need ATP times to get a job.

Airlines will hire and will continue to hire with an assumption that candidates will reach ATP minimums by August. This will not change until the new ruling is in effect.
Remember, this is a proposed date. It is a possibility that it will never go in effect or won't be approved till after August 2013. Until then, keep flying!
