Not the way I read this:
...however, no pilot may be awarded or assigned a crew position at an FDA base that would cause an excess at that base.
The way I read it if they put a -1 on HKG Cpt; 1 CPT is leaving. If in previous bids they say they needed 40 CPTs they are now saying they only need 39. If they move 3 CPTs in 4 have to leave and you are creating an excess with the new guys.
I could be wrong in which case, you could always bid it and refuse to sign. But I aint bidding it.

I have talked to one of the guys that bid HKG Captain and wasn't awarded it. He said that he hasn't gotten any passover pay yet. I believe the union and the company are still battling over that little tidbit.

If they had a "-1" in the HKG CPT seat...The net result would have to be they end up with one less captain. So, in your scenario no one would be awarded the vacant seat. As it doesn't exist anymore.

Still battling? Why isn't the guy DEMANDING it? It's in the contract, so what's the question? Could he go as far as getting his own legal reps

That is my point. Bidding HKG captain to get the passover pay is a strategy that may not pan out. I am surprised that the union hasn't talked about this. As I understand it there was a significant number of pilots who bid it but weren't awarded it and I don't think that any of them are getting passover. Why don't we know the numbers and whether or not any of them are getting the pay? Why no grievance on this issue? Maybe its all tied up in the other LOA issues that are sitting on the back burner while we debate the merits and file the grievances on the MBPG.
