This is completely incorrect!!! VTO, maybe. CIC, absolutely not!

As others have said, the system will keep going through each of your "Bids" until it has reached the number of hours you have indicated you want to make up. That number can be anything from "0" to a maximum of conflicted hours + 6. It will use as many "Bids" as necessary to accomplish that.

It's all done by seniority. It fills the most senior guys line completely, and then moves on to the next most senior, etc.
