UPS to hire 40 pilots

My understanding is when the NURP scabs are in the office or training center they are on "duty", just like we are when we are in training, deadheading, or doing other company required activities. You are either on duty or on rest. But this type of duty only counts toward FAR flight time duty limits if preceding a flight assignment. If it is after a flight assignment the FAA doesn't care as long as proper rest is achieved before the next flight assignment.
So if the NURP scabs are doing this sort of duty immediately followed by flying, then yes the IPA and FAA need to be notified if the combined activity is over 16 consecutive hours. But what is most likely happening is the NURP scabs are doing the office "work" until say 5pm, then leave and get their 8 hours rest, then show up at the sort at 2am to go fly. Legal? Yes. Safe? No.
Anyway, IIRC UPS hired 5 NURP scabs a few months ago, two of which were ANC ground school instructors and haven't flown a big plane in who knows how many years. Now they hire 4 more. Considering the 40 IPA guys just hired, the new hire ratio of NURPS to line guys is about 1:4. That is just sickening. Obviously turning up the heat during negotiations.

In 13.5 yrs here I have gained 659 seniority numbers and we haves lightened the list by another 300, we are doubling the scheduled retirements now and I don't see that changing, no growth but attrition is picking up, first available for someone hired today assuming no more shrinkage will be about 10 yrs.
There won't be 1000 total retirements until 2026 and who knows how many will quit bypassing by then.

Mine, too, still says active. However, I'm highly leery now of any realistic desire to join that outfit...
