Answered my own question. Part 91 commercial flying does not apply to flight time limitations under part 117.

Of course I know what a certificate holder is. 135 and 121 regs use the term "other commercial flying" which of course requires you to count any time flown for compensation or hire. Part 117 does not. Apparently someone else wanted clarification as well, hence the interpretation.
