You don't need ETOPS for that.
They may be getting an overwater exemption, which is not ETOPS. It allows you to go off shore more than 50 miles without rafts (up to 162nm at my first place of work). I believe they would need a life vest for each occupant.

So what's the likelihood of actually getting a letter of authorization from the CP for outside commercial flying. I'd like to join the 121 world but the one thing holding me back is the pay cut. I could make it work if I continue to take contract work on the side...

No route that ENV nor RAH have flown out of MIA require even a life raft. Why are you guys being ridiculous talking about ETOPS on a regional jet? I suggest reading up on ETOPS.
