Overall, the 717 is a much better example of how to modernize an older airframe than any iteration of the 737. And somehow it's the same type rating as a DC-9-10 produced in 1963.

Anyone who has flown the -400 and the 73N will attest that the Autoflight systems are very similar (with the exception of the lack of AP capability on the 737.) Using TOGA to initiate takeoff, selcting VNAV at thrust reduction altitude ... They are both offshoots and take technology from the 777 (ie: Boeing early 1990's philosophy.)
73 can now do VNAV off the ground but too expensive for Flight Ops to change it (eBriefs videos etc)

Seen many a pilot fly AP off ATs on in the 737 on arrival. Must be going rogue.

I believe the verbiage is recommended to turn AT off when AP off. I believe verbiage also states AT must be off for landing. I think that's Delta specific per our FCTM not Boeing specific. I'll double check when I get to chance to look at the books

Not only does the FCTM allow AT on for landing, but it also talks about how it provides superior gust protection. No wind additive (beyond Vref+5) is required with the AT on.

Am I the only person who flew the 737 and just deselected 'speed' during an approach, thereby putting the autothrottles into 'arm' mode (like the big Boeings), allowing full manual control but still having them available for underspeed protection and go around if needed?

Works great, try it sometime.

And to stay somewhat on topic, I flew the 717 out of the LAX base for two years. Loved it.

There's a handful who do that, but not a ton.

Are y'all talking about the 737? I am looking at the FCTM now, and it says AT use recommended during takeoff and climb, otherwise only when AP is engaged in CMD. Autothrottle ARM mode "normally not recommended because its function can be confusing." I am also struggling to find a reference for wind additive not being needed for approach with AT on.
