Guys bid what they want. If they have to have whatever it is they're flying, and figure WS is the right risk/reward choice, it's strictly their business. You don't want to be in the business of singling out individuals, or suggesting group strategies. And this is coming from a guy that wants caps/bow-wave, and no swap-board loophole to bypass max pick-up.

KW is still among us. He put a lot of $$$ in pilot's pockets over the years, poked management's eyes plenty of times, and saved more than few jobs.

A green slip does not do any good if you have not met the trigger. If the senior guy drops to 40 hours, then the GS would be straight pay. He could not get a his "true" GS until all below him have a chance. So they hold off on getting the first one when they get back up to the GS trigger.
